California Homeschooling Laws
There are 3 legal ways to homeschooling in California, which can be explained via the statewide homeschool organizations:

An Overview of the Laws:
Way 1: Homeschooling as a home-based private school.
To do this, each year, the parents file a Private School Affidavit, also known as an R-4, with the state Superintendent of Education. You can obtain the Affidavit and all information, here: https://www.cde.ca.gov/sp/ps/affidavit.asp
Way 2: Homeschooling with a private school satellite program (PSP).
In this scenario, parents enroll their child with the PSP, which charges tuition and provides all record-keeping – grades, testing results, attendance, as well as curriculum guidance, etc.
Way 3: Homeschooling via instruction by a private tutor
In this way, the parents employ an instructor with a California teaching credential for the grade level(s) being taught.
Instruction must be for a minimum of 3 hours a day, between 8 a.m. and 4 p.m., for 175 days each school year, in the topics of study required for the public schools, in the English language. The instructor may be the parent, as long as s/he has the necessary state teaching credential. Families that are homeschooling in this scenario are not required to file the private school affidavit or report any other information to the state Department of Education.
The CDE website provides information on reporting, testing, attendance and all other requirements for parents who wish to teach their own children in the home. It is each parent’s responsibility to know the legal requirements.
