Washington Homeschooling Laws
The statewide organization, Washington Homeschool Organization (WHO) offers complete information on legally homeschooling in this state.
Important Note:
• The Home-Based Instruction Law (RCW 28A.200) governs homeschooling, wherein parents teach their children, controlling and managing every phase of education.
• The Public School Alternative Learning Experience Programs (WAC 392-121-182) is a school
district-based program, wherein the school controls and manages all phases of education – curriculum choice, assessment, supervision, etc.
An overview of laws:
• Mandatory school attendance begins at age 8.
• If the child has been enrolled in a public school, parents must formally withdraw the child from the school.
• The parent must be guided by a teaching certificate-holding individual and the parent and child must have contact with the certified person at least one hour per week.
• Requires annual standardized testing of all school-age students, whether homeschooled or public schooled.
